Area Code 6467 – Luhansk

Overview of Area Code +380 6467

Area code 6467 is a geographic destination code within the Ukrainian national numbering plan, assigned to the Luhansk oblast in eastern Ukraine. It forms part of the +380 646x numbering range, which covers the administrative districts of the Luhansk region. Specifically, 6467 serves the Starobilsk district and its surrounding settlements, a key administrative and agricultural hub in the northern part of the oblast.

Geographic Coverage and Administrative Jurisdiction

The code 6467 is allocated to the Starobilsk raion (district), which includes the city of Starobilsk and nearby villages. This area is situated along the Aidar River and has historically been an important center for education and trade. The district is part of the Luhansk administrative region, which is recognized internationally as part of Ukraine, though parts of the oblast have been under temporary occupation since 2014. For telecommunications purposes, the Ukrainian government and the national operator Ukrtelecom continue to administer the numbering plan for the entire oblast, including 6467.

Dialing Formats

To call a subscriber in the 6467 area from within Ukraine, you must use the national trunk prefix 0 followed by the area code and the subscriber number. For example, a local number such as 5 12 34 would be dialed as 0 6467 5 12 34 from any other region in Ukraine. When calling from abroad, you replace the leading 0 with the country code +380, resulting in +380 6467 5 12 34. The subscriber number length in this area is typically 5 to 7 digits, but always dial the full number as it appears in directories.

Local and International Caller Instructions

• Local callers within the same area code: In many fixed-line networks, local calls may be dialed using only the subscriber number (e.g., 5 12 34). However, due to network modernization, it is recommended to always use the full national format (0 6467 5 12 34) to ensure connectivity.
• Callers from other Ukrainian regions: Dial 0 6467 followed by the subscriber number. The trunk prefix 0 is mandatory for all domestic calls to geographic numbers.
• International callers: Dial your country's international access code (e.g., 011 from the US, 00 from most European countries), then 380 6467 and the subscriber number. Do not include the leading 0 of the national trunk prefix.

Overlay and Numbering Considerations

As of the latest ITU-T E.164 guidelines, there is no overlay code for the 6467 area. The numbering capacity is sufficient for the current subscriber base. However, with the ongoing digitalization of the Ukrainian PSTN, some subscribers may have migrated to VoIP or mobile services, but the geographic code remains valid for fixed-line connections. If you experience difficulties reaching a number, verify that the subscriber has not ported to a mobile network, in which case the call may be routed differently.

Practical Example

Suppose you are in Kyiv and wish to call a business in Starobilsk with the local number 2 34 56. You would dial 0 6467 2 34 56. From the United States, you would dial 011 380 6467 2 34 56. Always confirm the correct number of digits with the recipient, as some local numbers may have been expanded.
