Area Code 5241 – Novgorodka, Kirovohrad

Overview of Area Code +380 5241

Area code +380 5241 is a geographic destination code assigned to the fixed-line telephone network of Novhorodka (Ukrainian: Новгородка) and its surrounding rural settlements within the Kirovohrad Oblast (Kirovohrad region) of central Ukraine. This code is part of the national numbering plan administered by the Ukrainian State Centre of Radio Frequencies (UCRF) under the framework of ITU-T E.164. The region is served by the local fixed-line operator, which historically was Ukrtelecom, though alternative operators may provide services in the area.

Geographic Coverage and Administrative Jurisdiction

The code covers the Novhorodka settlement hromada, which includes the urban-type settlement of Novhorodka and numerous adjacent villages. Administratively, Novhorodka is the administrative center of the Novhorodkivskyi Raion (district) within Kirovohrad Oblast. The region is predominantly agricultural, with the nearest major urban center being Kropyvnytskyi (formerly Kirovohrad), the oblast capital, located approximately 60 kilometers to the west.

Dialing Formats and Caller Instructions

When calling a subscriber in the Novhorodka area, the number structure is as follows:

• International format: +380 5241 XXX XX (from any country outside Ukraine)
• National format (within Ukraine): 0 5241 XXX XX (from any other region of Ukraine)
• Local format (within the same area code): XXX XX (subscriber number only, without the trunk prefix or area code)

For example, a local number might be 3 45 67. To call this number from Kyiv, you would dial 0 5241 3 45 67. From abroad, you would dial +380 5241 3 45 67.

Overlay and Numbering Considerations

Currently, there is no overlay code for the Novhorodka area; the 5241 code is the sole geographic code for this region. Subscriber numbers in this area typically consist of five digits after the area code, resulting in a total national significant number length of nine digits (including the leading '0' for trunk prefix). The Ukrainian numbering plan is closed, meaning that the trunk prefix '0' is always dialed for domestic long-distance calls, and the country code +380 is used for international calls.

Technical and Regulatory Notes

As with all geographic codes in Ukraine, the allocation of numbers under 5241 is independent of the underlying technology; calls may be carried over PSTN, ISDN, or VoIP infrastructure, but the geographic tariff and routing principles apply. Number portability is available for fixed-line subscribers within the same geographic area, allowing users to retain their numbers when changing operators, provided the service address remains within the Novhorodka exchange area.
