Area Code 4864 – Lyubashevka, Odesa

Geographic Overview

The area code 4864 is a geographic National Destination Code (NDC) assigned to the town of Lyubashevka and its surrounding rural districts within the Odesa Oblast of Ukraine. This region is part of the historical Podolia area, situated in the northwestern part of Odesa Oblast, approximately 180 kilometers from the Black Sea coast. The code serves a predominantly agricultural area, with Lyubashevka acting as the administrative center. The numbering area falls under the jurisdiction of the Ukrainian National Commission for State Regulation of Communications and Informatization (NCCIR), which oversees the national numbering plan in accordance with ITU-T E.164 standards.

Dialing Formats

When calling a landline in Lyubashevka, the full international format requires the country code +380, followed by the area code 4864 and the subscriber number (typically 5 to 7 digits). For example, a local number might be dialed as +380 4864 12345 from abroad. Within Ukraine, callers must dial 0 before the area code, resulting in 0 4864 12345. The trunk prefix '0' is used for national long-distance calls and is not part of the international dialing sequence. Local calls within the same numbering area may be made using only the subscriber number, depending on the operator's local dialing rules.

Geographic Coverage and Administration

The 4864 area code covers the Lyubashevka Raion (district), which includes the settlement of Lyubashevka and numerous villages. The region is bordered by other Odesa Oblast raions, each with distinct area codes. This code is strictly geographic, meaning that the number is tied to a physical line and location. As of the latest numbering plan updates, there are no overlay codes or 10-digit dialing requirements in this area; the standard 5-digit area code format remains in use. The Odesa Oblast is served by multiple area codes, with Odesa city itself using 48, while smaller towns like Lyubashevka use extended codes to differentiate local exchanges.

Caller Instructions

For international callers, always replace the trunk prefix '0' with the country code +380. For example, to call a Lyubashevka number from the United States, you would dial 011 380 4864 12345 (or +380 4864 12345 on mobile). For callers within Ukraine, dial 0 4864 12345. If you are physically in Lyubashevka and calling a local number, you may be able to dial just the subscriber number, but it is safer to use the full national format if you are unsure. Note that some VoIP services may require the international format even for domestic calls.

Technical Considerations

As with all Ukrainian geographic numbers, calls to 4864 numbers are routed over the PSTN and are subject to standard interconnection agreements between operators. The code is not portable to mobile networks; mobile numbers in Ukraine use distinct non-geographic prefixes (e.g., 50, 63, 66, 67, 68, 73, 91, 92, 93, 94, 95, 96, 97, 98, 99). If you receive a call from a 4864 number, it originates from a fixed line in the Lyubashevka area. For emergency services, always dial 101 (fire), 102 (police), or 103 (ambulance) regardless of the area code.
