Area Code 4358 – Lipovets, Vinnytsia

Geographic Overview and Administrative Coverage

The Ukrainian national destination code +380 4358 is a geographic area code assigned to the town of Lipovets (also transliterated as Lypovets) and its surrounding rural districts within the Vinnytsia Oblast (region) of central Ukraine. This code is part of the national numbering plan administered by the Ukrainian State Centre of Radio Frequencies (UCRF) under the framework of ITU-T E.164. The Vinnytsia region is known for its agricultural production and historical significance, with Lipovets serving as a local administrative hub. The geographic coverage extends to nearby villages and settlements that rely on the Lipovets central office for PSTN connectivity.

Dialing Formats and Usage

For callers within Ukraine, the national trunk prefix 0 is used before the area code, resulting in the format 0 4358 XX-XX-XX for local numbers. When dialing from abroad, the international access prefix (typically 00 or +) is followed by the country code 380, the area code 4358, and the subscriber number, yielding +380 4358 XX-XX-XX. Subscriber numbers in this code typically consist of 5 to 7 digits, depending on the local network capacity and historical allocations. For example, a local number might be 2-34-56 (5 digits) or 12-34-56 (6 digits), resulting in the full international format +380 4358 23456 or +380 4358 123456 respectively. It is essential to omit the leading trunk prefix '0' when dialing from abroad.

Overlay and Numbering Considerations

As of the latest numbering plan updates, the Lipovets area code 4358 does not have an overlay code; it remains a standalone geographic code. However, with the ongoing migration of fixed-line services to VoIP and the introduction of number portability in Ukraine, subscribers may retain their numbers when switching providers, including those moving to alternative technologies. This means that a number with the +380 4358 prefix may not always be physically located in Lipovets if the subscriber has ported to a different operator. Nevertheless, the code remains geographically associated with the Lipovets area for administrative and routing purposes.

Caller Instructions

Local callers within Lipovets can often dial the subscriber number directly without the area code, depending on their operator's local dialing rules. However, for clarity and reliability, it is recommended to use the full national format 0 4358 followed by the subscriber number. For international callers, always use the plus sign (+) or the international access prefix of your country, then 380 4358 and the subscriber number. Be aware that call charges to this geographic code are typically at standard domestic rates when calling from within Ukraine, while international rates apply from abroad.
