Area Code 4161 – Luginy, Zhytomyr

Geographic Overview

The area code +380 4161 is a geographic National Destination Code (NDC) assigned to the town of Luginy (Luhyny) and its surrounding rural districts within the Zhytomyr Oblast of Ukraine. This code is part of the national numbering plan administered by the Ukrainian State Centre of Radio Frequencies under the framework of ITU-T E.164. Luginy is a small administrative center located in the northern part of Zhytomyr Oblast, approximately 60 kilometers from the oblast capital, Zhytomyr. The region is primarily agricultural, with a population of around 4,000 in the town itself, and the code covers the local exchanges serving the town and nearby villages.

Dialing Formats

For callers within Ukraine, the local dialing format for numbers in the Luginy area is 0 4161 XX-XX, where the leading '0' is the trunk prefix used to access the national network. For example, to call a local subscriber, you would dial 0 4161 5-23-45. For international callers, the country code for Ukraine is +380, so the same number would be dialed as +380 4161 5-23-45. Note that the trunk prefix '0' is not included when dialing from abroad.

Geographic Allocation and Numbering

As a geographic code, +380 4161 is tied to a specific physical location. The NDC length is four digits (4161), and the subscriber number length is typically five digits, resulting in a total national significant number length of nine digits (excluding the trunk prefix). This structure is consistent with the Ukrainian numbering plan, which uses variable NDC lengths depending on the size of the served area. The code is administered by the local telecom operator, which provides PSTN services, and it is not portable to other geographic regions.

Caller Instructions

Local callers within the Luginy area can often dial the subscriber number directly without the area code if they are within the same local calling area, but for clarity and to avoid misdialing, it is recommended to use the full national format. Callers from other regions of Ukraine must dial the trunk prefix '0' followed by the area code and subscriber number. International callers should replace the trunk prefix with the country code +380. For example, a caller from the United States would dial 011 380 4161 5-23-45 (using the international exit code).

Overlay and Future Considerations

Currently, there is no overlay code for the Luginy area, meaning that the +380 4161 code is unique to this geographic region. However, as Ukraine continues to modernize its telecommunications infrastructure, there is potential for number portability and changes in local dialing procedures. It is advisable for businesses and residents to verify current dialing instructions with their service provider, especially when using VoIP or mobile services that may route calls differently.
