Area Code 3854 – Starokostiantyniv, Khmelnytskyi

Overview of Area Code +380 3854

Area code +380 3854 is a geographic National Destination Code (NDC) assigned to the city of Starokostiantyniv and its surrounding rural areas within the Khmelnytskyi Oblast of Ukraine. This code is part of the national numbering plan administered by the Ukrainian State Centre of Radio Frequencies (UCRF) under the framework of ITU-T E.164. The region is located in the western-central part of Ukraine, approximately 50 kilometers east of the regional capital, Khmelnytskyi.

Geographic Coverage and Administrative Jurisdiction

The +380 3854 code covers Starokostiantyniv Raion, which includes the city itself and numerous villages. Starokostiantyniv is known for its historical significance and the nearby Starokostiantyniv Air Base, a strategic military installation. The administrative jurisdiction falls under the Khmelnytskyi Oblast Council, and the area is served by fixed-line operators, primarily Ukrtelecom, as well as alternative local carriers.

Dialing Formats and Caller Instructions

For callers within Ukraine, the national trunk prefix is 0, followed by the area code and the subscriber number. The local subscriber number length in this area is typically 5 or 6 digits, making the total national significant number (NSN) length 9 digits (including the leading 0). For example, a local number might be dialed as 0 3854 2-34-56 from other parts of Ukraine.

For international callers, the format is +380 3854 2-34-56, where +380 is the country code for Ukraine, 3854 is the area code, and the subscriber number follows. Note that the leading 0 is dropped when dialing from abroad.

When calling within the same area code, local calls may be made using only the subscriber number, depending on the operator's dialing plan. However, it is always safe to use the full national format to avoid errors.

Overlay and Numbering Considerations

As of the current numbering plan, there is no overlay code for Starokostiantyniv; the 3854 code is exclusive to this geographic region. However, number portability is available for fixed-line services, allowing subscribers to retain their numbers when changing operators within the same geographic area.
