Area Code 3732 – Kelmentsi, Chernivtsi

Geographic Overview

The Ukrainian national destination code 3732 is a geographic area code assigned to the town of Kelmentsi and its surrounding administrative district within the Chernivtsi Oblast (province) of western Ukraine. This code is part of the national numbering plan administered by the Ukrainian State Centre of Radio Frequencies under the framework of ITU-T E.164. Kelmentsi is situated in the historical region of Bukovina, near the Dniester River, and serves as an administrative hub for the surrounding rural communities. The geographic coverage of code 3732 is limited to the fixed-line PSTN (Public Switched Telephone Network) infrastructure within this specific territorial unit, and it is not applicable to mobile or VoIP services, which use non-geographic prefixes.

Dialing Formats and Usage

For callers within Ukraine, the local dialing format for numbers in the Kelmentsi area is 0 3732 XX-XX-XX, where the leading 0 is the trunk prefix used to access the national network. The complete national significant number consists of the trunk prefix, the area code (3732), and the subscriber number (typically 7 digits). For international callers, the format becomes +380 3732 XX-XX-XX, where +380 is the country calling code for Ukraine, and the leading trunk prefix is omitted. For example, a local number might be dialed as 0 3732 4-12-34 from within Ukraine, while a caller from abroad would dial +380 3732 4-12-34.

Administrative and Regulatory Context

The Chernivtsi Oblast is subdivided into several administrative districts, each with its own geographic area codes. Kelmentsi shares the 3732 code with the town of Kelmentsi and the villages under its jurisdiction. In recent years, Ukraine has implemented a nationwide numbering plan reform, but as of the current data, no overlay or changes have been announced for this specific area code. Subscriber numbers within this code are allocated to fixed-line operators, primarily the national incumbent Ukrtelecom, as well as alternative fixed-line providers that have been granted access to the local loop. Number portability is available for fixed-line services, allowing subscribers to retain their numbers when switching operators, provided they remain within the same geographic area.

Caller Instructions

• Local callers (within Kelmentsi): For calls to another number in the same area code, the national trunk prefix and area code may be omitted in some cases, but it is recommended to always use the full national format (0 3732) to ensure proper routing, especially for calls from mobile phones.
• National callers (from other regions of Ukraine): Dial 0 3732 followed by the subscriber number.
• International callers: Dial the international access prefix (e.g., 00 from most countries) followed by 380 3732 and the subscriber number.

When calling from a mobile phone within Ukraine, the trunk prefix 0 is still required, but the call will be routed over the PSTN network to the fixed-line subscriber. It is important to note that calls to geographic numbers are typically charged at local or national rates depending on the caller's location and tariff plan.
