Area Code 3346 – Old Vyzhivka, Volyn

Geographic Overview

The +380 3346 dialing prefix is a geographic National Destination Code (NDC) assigned to the town of Stara Vyzhivka (Стара Вижівка) and its surrounding administrative district within the Volyn Oblast (province) of northwestern Ukraine. This numbering area falls under the jurisdiction of the Ukrainian National Commission for State Regulation of Communications and Informatization (NCCIR), which administers the national numbering plan in accordance with ITU-T E.164 recommendations. The code serves the fixed-line PSTN (Public Switched Telephone Network) infrastructure, primarily operated by the incumbent national operator Ukrtelecom and alternative fixed-line providers licensed in the region.

Geographic Coverage and Administration

Stara Vyzhivka is the administrative center of the Stara Vyzhivka Raion (district), located approximately 100 kilometers northwest of Lutsk, the regional capital. The numbering area encompasses the town itself and adjacent rural settlements, including the villages of Krymne, Dubechene, and others within the raion. As a geographic code, +380 3346 is tied to the physical location of the subscriber's line; however, with the advent of VoIP and fixed-wireless services, some numbers may be routed over IP networks, though the geographic tariff and numbering principles remain.

Dialing Formats

For callers within Ukraine, the national trunk prefix '0' is used, followed by the NDC and the subscriber number. The local subscriber number length within the 3346 code is typically 5 digits, resulting in a complete national significant number (NSN) of 9 digits (0-334-6XXXX). The international format replaces the leading '0' with the country code +380, yielding +380 3346 6XXXX. For example, a local call to a subscriber in Stara Vyzhivka would be dialed as 03346 6XXXX, while an international caller would dial +380 3346 6XXXX. When dialing from a mobile phone within Ukraine, the same national format (03346 6XXXX) is used, regardless of the caller's location, as Ukraine employs a closed numbering plan for mobile-to-fixed calls.

Overlay and Numbering Changes

As of the latest NCCIR updates, there are no overlay codes or mandatory 10-digit dialing changes in the 3346 area. The code remains a standalone geographic NDC. However, subscribers should be aware that number portability (fixed number portability) is available in Ukraine, allowing users to retain their numbers when switching operators within the same geographic area, but the geographic significance of the code remains unchanged for routing purposes.

Caller Instructions

Local callers within the same NDC may sometimes omit the trunk prefix and area code for local calls, depending on the operator's configuration, but it is recommended to always use the full national format to avoid misdialing. Foreign callers must use the international prefix of their country (e.g., 00 from most European countries, 011 from the US/Canada) followed by 380 and the NDC without the leading '0'. Ensure you have the correct subscriber number, as the total length after the country code is 9 digits.
