Overview of Romania's +40 786 Mobile Prefix
The +40 786 prefix is a non-geographic mobile allocation within Romania's national numbering plan, administered by the National Authority for Management and Regulation in Communications (ANCOM). This prefix is assigned to Telekom Romania Mobile (formerly Cosmote Romania), a major mobile network operator (MNO) in the country. Unlike geographic area codes, which correspond to fixed-line services in specific regions, the 786 prefix is location-independent, enabling subscribers to use their mobile numbers anywhere in Romania and across international borders via roaming agreements.
Technical Specifications and Numbering Format
Romanian mobile numbers, including those starting with 786, follow the ITU-T E.164 international standard. The full international format is +40 786 XXX XXX, where +40 is the country calling code for Romania, 786 is the national destination code (NDC) for Telekom Romania Mobile, and the remaining seven digits constitute the subscriber number. When dialed domestically, the leading zero is used: 0786 XXX XXX. This uniform length of 10 digits (excluding the international access code) ensures consistent routing across the national PSTN and mobile networks.
Dialing Instructions for Local and International Callers
- Domestic calls: From any Romanian fixed or mobile line, dial 0786 XXX XXX. No area code is required, as the prefix itself identifies the mobile network.
- International calls to Romania: Replace the leading zero with the country code: +40 786 XXX XXX. For example, a caller from the UK would dial 00 40 786 XXX XXX (or +40 786 XXX XXX on mobile).
- International calls from Romania: Dial the international access code (00) followed by the destination country code and number. For instance, to call a US number, dial 00 1 XXX XXX XXXX.
Mobile Number Portability and Routing
Romania implemented mobile number portability (MNP), allowing subscribers to retain their 786 numbers when switching to another operator. As a result, the prefix does not guarantee that the subscriber is currently using Telekom Romania Mobile's network; it merely indicates the original allocation. Routing is handled via a centralized database that directs calls to the current network, ensuring seamless connectivity.
Commercial and Regulatory Context
Telekom Romania Mobile, a subsidiary of Deutsche Telekom, operates GSM/UMTS/LTE networks and offers a range of prepaid and postpaid services. The 786 prefix is used for both voice and data services, including SMS and MMS. Calls to 786 numbers are charged according to the caller's tariff plan; for international callers, rates vary by their home operator. It is important to note that 786 is not a toll-free or premium-rate number; standard mobile charges apply.
For businesses and individuals, understanding the correct dialing format is crucial to avoid call failures. Always use the international format (+40 786 XXX XXX) when storing numbers in contact lists to ensure compatibility across different countries and platforms.
