Area Code 784 – Mobile - Orange / MVNO

Overview of Romania's Mobile Prefix 784

The +40 784 prefix is a non-geographic mobile number range assigned within Romania's national numbering plan, as administered by the National Authority for Management and Regulations in Communications (ANCOM). This prefix is allocated to Orange România, a major mobile network operator (MNO), and is also utilized by mobile virtual network operators (MVNOs) that lease network capacity from Orange. Unlike geographic area codes, the 784 prefix does not correspond to any physical region or fixed-line exchange; it is exclusively used for mobile services, enabling subscribers to maintain a single number regardless of their location within the country.

Number Format and Dialing Procedures

Romanian mobile numbers, including those under the 784 prefix, consist of 10 digits in their national (domestic) format: the prefix '0' followed by the mobile network code (e.g., 784) and a six-digit subscriber number. For example, a typical number would appear as 0784 123 456 when dialed locally. When calling from abroad, the leading '0' is dropped, and the country code +40 is used, resulting in the international format +40 784 123 456. This format aligns with ITU-T E.164 recommendations, ensuring global interoperability.

For local callers within Romania, dialing the full 10-digit number is mandatory, even if the caller and recipient are in the same area. For international callers, the exit code of their country (e.g., 00 from most European countries, or 011 from the United States) must be dialed before the country code and the remaining digits. No additional trunk prefix is required when dialing from abroad.

Mobile Number Portability and Routing

Romania implemented Mobile Number Portability (MNP), allowing subscribers to retain their 784 number when switching to another operator. As a result, the prefix alone does not guarantee that the subscriber is currently using Orange's network; the number may have been ported to a different MNO or MVNO. This is a crucial consideration for businesses using number intelligence for routing or verification purposes. When a number is ported, the call is routed via a central database, ensuring seamless connectivity.

Usage and Services

Numbers under the 784 prefix support all standard mobile services, including voice calls, SMS, MMS, and mobile data (3G, 4G, and 5G, depending on the operator's infrastructure). Orange and its MVNO partners offer a range of prepaid and postpaid plans, often bundled with data allowances and international calling options. These numbers are also widely used for two-factor authentication (2FA) and mobile banking, given their portability and widespread adoption.

When contacting a 784 number from abroad, callers should be aware that standard international tariffs apply, which may vary based on their home operator. Some Romanian operators offer special international calling packages that include reduced rates to Romanian mobiles. It is always advisable to check with your service provider for applicable charges.
