Area Code 240 – Tulcea

Overview of Romania's +40 240 Geographic Area Code

The +40 240 country calling code prefix is a geographic National Destination Code (NDC) assigned to the Tulcea County area in the historical region of Northern Dobruja, Romania. This area code is administered under the national numbering plan of the Autoritatea Națională pentru Administrare și Reglementare în Comunicații (ANCOM), in accordance with ITU-T E.164 recommendations. The +40 240 code covers the city of Tulcea (the county seat) and its surrounding localities, including important administrative and economic centers such as Babadag, Isaccea, Măcin, and Sulina. The region is strategically located at the Danube Delta, a UNESCO World Heritage site, which influences both tourism and local commerce.

Geographic Coverage and Administrative Jurisdiction

The +40 240 NDC is allocated to the Tulcea County, which is part of the Sud-Est (Southeast) development region of Romania. The code serves both the urban and rural areas within the county, including the municipalities and communes that rely on the Tulcea central office. As a geographic code, the prefix is tied to the physical location of the fixed-line network infrastructure. However, with the advent of number portability, a subscriber may retain a +40 240 number even if they relocate outside the original exchange area, but the number remains associated with the Tulcea region for routing purposes.

Dialing Formats and Caller Instructions

For callers within Romania, the local dialing format for a Tulcea fixed-line number is 0240 XXX XXX (where X represents the subscriber's 6-digit local number). When calling from abroad, the international format is +40 240 XXX XXX (or 0040 240 XXX XXX when using the international prefix from many countries). For example, a local call to a business in Tulcea would be dialed as 0240 123 456, while an international caller would dial +40 240 123 456. It is important to note that the leading '0' is only used for domestic calls and is omitted when dialing from outside Romania. There are no overlay codes currently in effect for the Tulcea area, so the 240 code remains the sole geographic NDC for this region.

Technical Considerations and Numbering Plan

Fixed-line numbers under the +40 240 prefix are typically 9 digits long in international format (including the country code but excluding the leading trunk prefix). The numbering capacity is managed by ANCOM, and the code is used by various fixed-line operators, including the incumbent Telekom Romania (formerly Romtelecom) and alternative carriers that have deployed local loop infrastructure. As with all Romanian geographic codes, the +40 240 prefix is not reserved for a specific operator; subscribers may choose their service provider independently of the number range. This ensures competition and service flexibility in the region.

For callers, it is essential to understand that the cost of a call to a +40 240 number depends on the caller's location and the operator's tariff structure. Domestic calls are typically charged at local or national rates, while international calls are subject to the rates set by the caller's telecom provider. The +40 240 code is not a premium-rate or toll-free service; it is a standard geographic number used for regular voice and fax services.
