Area Code 2425 – Luxembourg

Geographic Scope and Administration

The +352 2425 prefix is a geographic numbering resource allocated within the Luxembourg national numbering plan, as administered by the Institut Luxembourgeois de Régulation (ILR). It serves the capital city, Luxembourg City, and its immediate metropolitan area. Unlike mobile or non-geographic codes, 2425 is tied to a specific exchange area, meaning the number is associated with a fixed physical location. The prefix is used by both residential and business subscribers, with a significant portion allocated to corporate entities and public institutions operating in the city's administrative and financial districts.

Dialing Formats and Number Structure

Luxembourg adheres to the ITU-T E.164 standard, with a full national significant number (NSN) of nine digits for all fixed-line services. The country code for Luxembourg is +352, and there is no trunk prefix (e.g., '0') used for domestic calls. Therefore, a typical number under the 2425 prefix appears as: +352 2425 XX XX when dialed internationally, and 2425 XX XX when dialed locally within Luxembourg. For example, a business line might be +352 2425 1234 (international format) or 2425 1234 (domestic format). It is important to note that Luxembourg does not use area codes in the traditional sense; instead, the entire nine-digit number is dialed for all calls within the country, regardless of geographic distance.

Caller Instructions

For callers within Luxembourg, dialing a 2425 number requires only the eight-digit subscriber number (e.g., 2425 5678). For international callers, the process involves dialing the international access prefix (typically '00' or '+'), followed by the Luxembourg country code (352), and then the eight-digit number. For example, a caller from the United States would dial 011 352 2425 5678, while a caller from a European country might dial 00 352 2425 5678. No additional digits are needed.

Overlay and Number Portability Considerations

Luxembourg has not implemented overlay codes, as the national numbering plan is closed and does not require geographic differentiation for routing. Subscribers in the 2425 area can retain their numbers when moving to another geographic location within the country, thanks to fixed-line number portability. This means that a number with the 2425 prefix may not always be physically located in Luxembourg City, but it remains associated with the original exchange for administrative purposes. This is an important consideration for businesses that rely on local presence.
