Area Code 3231 – Aravan, Osh region

Geographic Overview

The area code 3231 is a geographic National Destination Code (NDC) assigned to the town of Aravan and its surrounding district within the Osh Region of the Kyrgyz Republic. Aravan serves as the administrative center of the Aravan District, located in the fertile Fergana Valley near the border with Uzbekistan. The code is used for fixed-line (PSTN) services within this specific catchment area, which includes smaller settlements and rural communities that rely on the Aravan central office.

Dialing Formats

For callers within Kyrgyzstan, the national dialing format requires the trunk prefix 0 followed by the area code and the subscriber number: 0 3231 X XX XX. Subscriber numbers in this area consist of six digits, making the complete national significant number (NSN) nine digits when including the leading trunk prefix. For example, a local number might appear as 0 3231 5 12 34.

International callers must use the Kyrgyzstan country code +996, omit the trunk prefix, and dial +996 3231 X XX XX. For instance, an international caller would dial +996 3231 5 12 34 to reach the same subscriber. It is important to note that the leading 0 is only used for domestic calls and must be dropped when dialing from abroad.

Geographic Coverage and Administration

The 3231 numbering area is administered under the jurisdiction of the Osh regional telecommunications operator, which is part of the national incumbent, Kyrgyz Telecom. The code covers Aravan town and its adjacent rural localities, including villages such as Kara-Suu, Ak-Terek, and others within the Aravan District. As a geographic code, it is tied to the physical location of the fixed-line infrastructure, and calls are routed over the PSTN based on the caller's destination.

Caller Instructions

For local callers within Aravan, if you are dialing another fixed-line number in the same area, you may need to include the area code depending on the local dialing plan. In Kyrgyzstan, it is common to always dial the full national number (including the trunk prefix and area code) even for local calls, as per the national numbering plan. For callers from other regions in Kyrgyzstan, simply dial 0 3231 followed by the subscriber number. For foreign callers, always use +996 3231 followed by the six-digit subscriber number.

Overlays and Numbering Changes

As of the latest ITU-T E.164 allocation, there are no overlay codes or planned changes for the 3231 area. The numbering resource remains dedicated to the Aravan exchange. However, with the ongoing migration to VoIP and NGN (Next-Generation Networks), some subscribers may be served over IP-based infrastructure, but the geographic significance of the code remains unchanged for routing and tariff purposes.
