Area Code 311 – Shijiazhuang, Hebei

Overview of Area Code +86 311

Area code 311 is the National Destination Code (NDC) for Shijiazhuang, the capital city of Hebei Province, in the People's Republic of China. Under the ITU-T E.164 international numbering plan, the full international dialing format for a fixed-line subscriber in Shijiazhuang is +86 311 XXXX XXXX, where +86 is the country calling code for China and the subsequent eight digits represent the local subscriber number. This area code is classified as a geographic code, meaning it is tied to a specific administrative region and routing is based on physical location.

Coverage and Jurisdiction

The 311 area code covers the entire prefecture-level city of Shijiazhuang, including its central urban districts (Chang'an, Qiaoxi, Xinhua, Yuhua, and Jingxing Mining District) as well as the surrounding counties and county-level cities under its administration, such as Zhengding, Luancheng, Gaocheng, and Xinji. As the political, economic, and cultural hub of Hebei Province, Shijiazhuang hosts numerous government institutions, corporate headquarters, and educational facilities, all of which rely on this geographic numbering resource.

Dialing Formats and Caller Instructions

For local callers within Shijiazhuang, the area code is typically omitted when dialing another local fixed-line number; the eight-digit subscriber number is dialed directly. However, when calling from other regions within China, callers must prefix the area code with a trunk prefix 0, resulting in the domestic format 0311 XXXX XXXX. International callers should use the full international format: +86 311 XXXX XXXX, omitting the leading zero. For example, to call a Shijiazhuang landline from abroad, one would dial +86 311 1234 5678.

Overlay and Numbering Considerations

Currently, there is no overlay area code for Shijiazhuang; the 311 code is unique to the region. However, as with many Chinese metropolitan areas, the demand for new fixed-line numbers has led to the implementation of 8-digit subscriber numbers, which provide ample capacity. Mobile numbers in China are non-geographic and begin with prefixes such as 13x, 15x, 18x, etc., and are not affected by this area code. For VoIP and IP-based services, the geographic code is still used for routing to physical lines, but virtual numbers may also be assigned with the 311 code to give businesses a local presence.

Practical Tips for Callers

• When calling from abroad, always replace the leading '0' with the country code and drop the trunk prefix: +86 311 ...
• If you are dialing from a mobile phone within China, you may need to include the area code even for local calls, depending on your carrier's settings.
• For fax numbers and alarm systems, the same dialing rules apply.
