Area Code 3931 – Kasnakovo

Geographic Overview

The +359 3931 area code is a geographic National Destination Code (NDC) assigned to the town of Kasnakovo and its surrounding localities within the Haskovo Province of southern Bulgaria. Kasnakovo is situated approximately 20 kilometers northeast of the provincial capital, Haskovo, and lies near the Maritsa River. The code serves the fixed-line telephone network (PSTN) of this region, which is part of Bulgaria's national numbering plan administered by the Communications Regulation Commission (CRC) in accordance with ITU-T E.164 recommendations.

Dialing Formats

When calling a fixed-line subscriber in Kasnakovo from within Bulgaria, the national trunk prefix 0 is used, followed by the area code and the local subscriber number. The complete national format is 0 3931 XXX XX, where '0' is the trunk prefix, '3931' is the area code, and the subscriber number typically consists of 5 to 6 digits. For example, a local number might be dialed as 03931 12345 from a Bulgarian phone.

For international callers, the country code for Bulgaria is +359. The leading '0' of the national trunk prefix is omitted. Therefore, the international dialing format becomes +359 3931 XXX XX. For instance, if the local number is 12345, the full international number would be +359 3931 12345.

Local and International Calling Instructions

Callers within the Kasnakovo area can often dial the local subscriber number directly without the area code, depending on the specific routing configuration of the Bulgarian PSTN. However, for clarity and consistency, it is recommended to always use the full national format when dialing from a different region or mobile network. Mobile users in Bulgaria should dial 03931 followed by the subscriber number, as mobile networks require the full national number.

Foreign callers must replace the '+' with their international exit code (e.g., 00 from most European countries, 011 from the United States) and then dial 359 3931 followed by the local number. For example, from the UK, a caller would dial 00 359 3931 12345.

Regulatory and Technical Notes

This area code is part of the geographic numbering plan, meaning that the tariff for calls to this number is typically based on the distance and the operator's pricing policy. However, with the liberalization of the Bulgarian telecom market, many operators offer flat-rate national calling plans. The code is not subject to number portability for fixed-line services in the same way as mobile numbers, but fixed-line number portability is available within Bulgaria, allowing subscribers to retain their numbers when changing operators within the same geographic area.

As of recent years, Bulgaria has implemented number portability for both fixed and mobile services, but the geographic significance of the code remains. The area code 3931 is distinct from other Haskovo Province codes, such as 3930 (Haskovo) and 3932 (Dimitrovgrad), ensuring efficient routing and identification of the Kasnakovo exchange.
